Facebook Ad Fatigue ❗❗

Hey guys, so I run lead gen ads for local businesses and I've had one particular offer that's worked really well for the past 3/4 months and now it's beginning to fatigue, so I'm trying to run new ads with a different offer but for the same service as before but when i'm setting up the adset and campaign it always shows that i'm expected to get no leads from the targeting in the adset even though it's literally the same as the one from 3/4 months ago so now any ad I run it just performs bad. Does anyone have any idea why it does that and what to do in this scenario? Is it because of the offer or is it because of something else. Please let me know what you guys think, it'll really help a lot.
