New company policy

So for our games we run we have a cancellation policy just to avoid trolls or people being flaky but we recently have and a vote on a new no show policy, it's running on a 2 strike system where if you miss 2 meeting time without letting us know why on a 3rd missed meeting we send a $45 invoice as a inconvenience fee. Not something I really wanted to do but it's become a problem. My question is what do you guys feel about that? Is 3 strikes to much? We've also cut down our waiting times from waiting the. Whole meeting to a 15 window for no shows.
