Whats the standard rate for a good thumbnail?

If a client asks if it's worth for them to hire someone who just does thumbnail editing what should you say?

I don't really have experience making thumbnails so I said I could make some basic ones in the meantime.

How do you make a good thumbnail and how much do you charge?
