Against Selective Licencing

Can landlords organise to campaign against selective licencing costs. Future areas may see landlords not being able to afford multiple licences or being in breach of legislation whilst seeking to evict. Landlords somehow need to stand up to the financial robbery by local authorities. I don't see how historic areas have been improved but LA's manipulate and give imperfect info so they can use these schemes to raise funds for their incompetence and wield power.
