BOI and EIN - SMLLC

Hi everyone, I hope you are doing well.

I would have a question on the BOIR. I plan to set up a SMLLC as a foreigner. However, getting the EIN could take up to 90 days. For best of my knowledge, the requirement for the BOIR is 90 days after the Formation.

As BOIR, require the EIN of Business to include, I would like to ask how it works? Because the 2 time ranges are conflicting with each other.

I understand that we can call the IRS to get the EIN sooner, however in the general route if I would wait for 90 days for the EIN, would I fail to fill out the BOIR?

Or the EIN is not mandatory to include? Thank you for any info and clarifications to this topic!
