I am getting a recommendation to combine my ad sets into one. I am targeting three locations with a pindrop with a 1 mile radius. Would making this one ad set as recommendation by Meta be useful?

When you run an ad can you target the whole city? I know we can but I mean is it better to target three different areas in that city? For example I have an agent who wants me run ads for him and he’s in Las Vegas! Should I ask to pick three different areas/neighborhoods, or should I target that whole city. Especially that you can't use geo targeting for less than a 15-mile radius in the US!

When running seller listing ads, do we select 'Housing' in special ad category? If so, the smallest radius is 10 miles not 4 miles as I see in the training. Am I doing it wrong by selecting 'Housing' as the offer is for a market appraisal.

I am trying to follow the Rapid Launch video however the Meta Business Suite looks different in the video compared to what I am looking at and I have lost my way. Can someone please help me?
