Source: https://www.finra.org/rules-guidance/notices/01-81 In other words, if you're an American citizen you cannot be a foreigner. Your physical location doesn't matter; your citizenship and licensure do matter. "Can persons working for U.S. broker/dealers maintain their registrations while working abroad? A. Yes."

61% of Americans
Sixty-one percent of Americans paid no income tax, and yet more than half of these people contributed to tax deductible IRA’s, 401(k)s, 403(b)s and 457 plans. They received no current tax deduction for their contributions and contributed to an investment vehicle that will have lots of income tax liability in the future. Do we think that makes any sense, knowing what we know is going to happen?
