Ability to 'Mute' specific members from posting and commenting

Vast majority posts and comments that are reported to admins fall short of community rules but not enough to warrant a kick/ban.

It would be great if admins and moderators can 'mute' these specific community members for a custom number days, thereby prohibiting them from posting and commenting again. When the specific member tries to post or comment they are presented with a bold red error notifying them of their 'mute' status and the time remaining before they are 'unmuted'.

This would act as a real deterrent to low quality posters.
