How does a previous member still get a free trial?

Hi there, hoping someone can help me. I was of the understanding that if someone has been a member of your community previously, they are then ineligible for a free trial. Is that not correct? I've had someone just sign up for a free trial (just turned it on) who has been a member and cancelled in the past month.

I understand there is something in place to stop people signing up for multiple free trials, even with different email addresses but I am specifically wondering about people who have previously been paying members and have cancelled, then come back and claimed the trial.

I would have thought the trial was just for people to come in and check out the community, not for people who already know what it's about?
