Tech Wizzards out there

I am the moderator for a free community that had a Porn related issue last night before we could kick the person out. I have a non-Apple computer that is now having multiple issues connecting with my home WIFI, and common sites like Google.com are being blocked. I have rebooted home router, computer, reconnected with phone hotspot. It seems to clear up then comes right back. I am 65 and a little behind on this tech stuff. Any ideas before I lose my computer access. I noticed today that it said a new device connected to my home network that I did not recognize when I had no other devices recently turned on. Any Ideas?
