Work for retainer or commission?

Hi, what is everybody's opinion on working for either a retainer or commission based pay? I'm struggling to figure out which is better suited to my offer. My offer is that I don't get paid until I get the business 5 quotes, however, if I offer a retainer and I spend the first month or 2 testing, I don't know if I'll be paid until at least month 3 depending on how well the testing phase goes.
