Help! Google Ads Not Generating Single Impression. I called Google Customer care, they said Advertiser Verification is pending which was already completed many days ago still I Again did it. Still Ads are on hault. Can Somebody look into the account and suggest me something?

How do I identify if the locations a local service company is serving in has decent search volume for google ads. Let's if a tree service company serves in Minneapolis and surrounding areas. Minneapolis has around 700 searches per month for tree services near me. Is that enough to run profitable campaigns? And they serve in surrounding areas as well, so how do I decide if I should reach out to them for google ads services or not?
