My voicebots phone numbers can't switch to a different assistant?

Before the update I could move my numbers between assistants and test call different assistants. So i would build a bot, attach a number to it and test it and then if i needed to build a different bot and test it with that number i could switch the number and have it be on the new bot. Now in 2.1 when i create a new agent and switch it from an older agent, it wont switch. It seems it is perpetually stuck on the previous agent, even after i have saved it on the new bot and it doesnt show a phone number attached to the old agent.

anyone else experiencing this?
