Is it still possible to build an agency from scratch in a niche where alot of multi 6 figures agencies exists?

Hey all, I am experimenting with a new offer. Reason being is I have found lots of agencies have been burned by agencies in the past, leading them to not be willing to pay thousands upfront, even with a guarentee.
